This is a new dual degree master's program between the Public Relations Department of the S. I. Newhouse School of Public Communications and the International Relations Program of the Maxwell School of Citizenship and Public Affairs. It is meant to train graduates who will have public communications responsibilities for governments or non-governmental organizations. The need for such a program acknowledges the challenges inherent in cross cultural communication. Government, NGOs, and the private sector can create image and policy problems for themselves simply because they do not understand the theory and practice of public communications. Public Diplomacy is a new field that has evolved far beyond the traditional view that includes government funded and sponsored cultural, educational, exchange and broadcasts to promote the national interest of a nation state. It includes non-governmental communications that have an impact on government, as well as government communications that affect non-governmental sectors, including the private sector. Increasingly, employers in government, international organizations, not-for-profit organizations and the NGO community, as well as the private sector, are looking for people who understand diverse audiences at home and abroad and are skillful at crafting messages that describe the organization, convey its vision, and help the organization to communicate its message in times of change or crisis.

Applicants who studied at colleges and universities outside the U.S. should have a degree or diploma that is the equivalent of the U.S. bachelor's degree or higher. The following are general guidelines for equivalents to a U.S. bachelor's degree: Other European countries- A university degree requiring a minimum of three years of study, if earned under the terms of the Bologna Declaration, otherwise a university degree requiring a minimum of four years of study; India, Pakistan, Bangladesh, and Nepal - A bachelor's degree in engineering or a master's degree in any other field; Other Asian countries - A university degree requiring four years of study. In addition all students whose native language is not English must have scores from the Test of English as a Foreign Language (TOEFL).
